PNAC reports evaluation of AMTP VI
The Monitoring and Evaluation Committee of the Philippine National AIDS Council released the evaluation report of the Sixth AIDS Medium-Term Plan, the implementation of which coincided with the passage of Republic Act No. 11166, the country's national enabling policy on HIV and AIDS. Part of the Executive Summary reads:
[A]lthough RA 11166 passed during the lifetime of AMTP6, PNAC, as a body was not able to steer well the implementation of the national strategic plan for a number of reasons - among them the lack of a costed operational plan and a monitoring and evaluation plan resulting to uncoordinated and unmonitored implementation; the lack of categorical and official assignations of the cluster technical experts; limited budget for Council operations itself, and the weak support of the PNAC secretariat.
