DOH releases health sector HIV strategy
The Department of Health has issued a Department Circular to request the dissemination of the Philippine Health Sector HIV Strategic Plan 2020-2022.
The strategic plan was enclosed in Department Circular No. 2021-0236, dated June 8, 2021, addressed to directors of the DOH regional offices (or Centers for Health Development) and government specialty hospitals, chiefs of hospitals and medical centers, the Ministry of Health of the Bangsamoro Autonomous Region in Muslim Mindanao, and others concerned. All the addressees were requested to disseminate the plan to local governments, civil society, support groups, private institutions and organizations.
The plan enumerated high-impact strategies that target key populations at high HIV risk in high burden areas such as males who have sex with males, transgender women, young persons, and persons who inject drugs. The strategies included the following:
Combination HIV prevention;
Diverse mix of differentiated HIV testing;
Innovative, differentiated approaches in treatment and adherence;
Cross-cutting enablers to address barriers to access; and
Enhancing governance of health sector response.
The Philippine Health Sector HIV Strategic Plan was guided by the Philippine Development Plan, as well as the sixth AIDS Medium-Term Plan of the Philippine National AIDS Council. It is responsive to the mandates of Republic Act 11166, the Philippine HIV and AIDS Policy Act, and Republic Act 11223, the Universal Health Care Act.
