DOH issues new guidelines on HIV testing

To increase HIV diagnosis to meet the country target of 95 percent, the Department of Health in August issued Administrative Order (A.O.) No. 2022-0035 or the "Guidelines in the Implementation of Differentiated HIV Testing Services." The issuance aims to provide operational guidance for HIV testing services (HTS) in health facilities as well as HIV clients in the Philippines.


General guidelines provided in A.O. No. 2022-0035 include:

  1. Observation of fundamental human rights principles as right to self-determination, informed consent, privacy, confidentiality, information and be informed of one's rights and obligations, and choice of health provider

  2. Conduct of the HTS as based on laws as HIV and AIDS Policy Act, Universal Health Care Act, Data Privacy Act of 2012, Responsible Parenthood and Reproductive Health Act of 2012, and Special Protection of Children Against Abuse, Exploitation and Discrimination Act

  3. Integration of multiple approaches in HTS by respective capacities of health facilities

  4. Provision of written, electronic or recorded informed consent by the HTS clients
